What to Look for in the Second Wharton Administration

Winning the October 2011 election with 65% of the vote, Wharton won decisively over the next most popular candidate, Edmund Ford Sr. by 37% and by more than 27,000 votes.
With a reported less than 20% voter turnout, Wharton was the clear choice for Memphians over Ford and rightfully so.
With criminal convictions having plagued the Ford family, Memphians clearly prefer the Wharton administration over the Fords.
However, the central issues still remains for Memphians.
Does local government have a responsibility to taxpayers to run the most financially efficient government or to provide jobs to taxpayers?
